Penalty fees and complaints
Penalty fee rules and legal background
Municipalities operating public parking spaces are entitled to collect parking fees and penalty fees, which must be paid by the motorist using the parking space.
Act I of 1988 on Road Traffic:
15. § (3): The road operator may order the collection of parking fees and penalty fees at designated parking spaces on public roads or in public areas outside public roads.
(4): The user is responsible for paying the fee and the penalty fee.
(5): If the fee has not been paid, the road operator must mail the penalty payment notice within 60 days.
If the customer does not pay the parking fee and penalty fee by the deadline, the Parking Directorate of JGK Zrt. is entitled to enforce the claim, including through legal proceedings, the costs of which are borne by the customer.
Please pay the penalty fee within 15 calendar days from its imposition, because from the 16th day the amount of the penalty fee increases by operation of law according to the formula set out in the legislation. Delay beyond 60 days adds further costs to the penalty amount.
The obligation to pay parking fees and penalty fees expires after one year. No default interest may be claimed on the fee or penalty fee, but the ancillary costs related to the operator’s penalty fee procedure may be claimed. Enforcement costs include, in particular, the postal and administrative costs of payment notices, the fee for requesting data from the vehicle register, any attorney’s fees, and any court costs, which may range from a few thousand forints to several tens of thousands of forints.
A penalty fee must be paid if:
you park in a paid parking area without payment, or the actual parking time exceeds the paid parking time by 5 minutes when payment was made for less than one hour, or by 15 minutes when payment was made for one hour or more.
If our colleague issues a penalty fee due to an expired ticket, the grace period is counted from the expiry of the previous ticket, not from the time of inspection.
Payment options
Since 24 March 2022, our company has also made it possible to settle penalty fee payment obligations through SimplePay. To pay the penalty fee, after registering in our customer portal system you can use the SimplePay online bank card payment interface by opening Parking Penalty Fee details – Financial data – Bank card payment.
The penalty fee may of course still be paid using the cash transfer order attached to the payment notice, by domestic postal money order, or by bank transfer. If you do not pay through SimplePay, please indicate the payer ID (or case number) and the vehicle registration number in the payment reference field.

Where is the district permit valid or not valid?
In public parking spaces owned by the Municipality of Budapest parking fees must be paid even if you hold a district resident parking permit. Of the parking areas located in the administrative territory of Józsefváros but owned by the Municipality of Budapest, we can accept Józsefváros resident parking permits only at the following locations:

- Harminckettesek tere
- Ludovika tér
- Üllői út
- II. János Pál pápa tér
- Orczy út
- Luther utca 4.
- Fiumei út
District resident parking permits do not entitle holders to any discount in the following areas:
- Baross tér
- Blaha Lujza tér
- József körút
- Múzeum körút
- Rákóczi tér
- Rákóczi út
- Kerepesi út
- Keleti Railway Station, departure and arrival side
We cancel the penalty fee if:
- at the time of inspection you had a valid parking ticket, but it was not displayed in accordance with the regulation, or the time between the start of mobile payment or the validity of the parking ticket and the inspection did not exceed the allowed period (more than 10 minutes for a parking ticket or more than 5 minutes for mobile phone parking payment), and the parking ticket (original) or the mobile parking payment is subsequently presented at our customer service office;
- or you present, in an identifiable manner, the disability parking card that was displayed in the vehicle but was only partially visible;
- the vehicle operator is exempt from paying the one-hour parking fee and penalty fee specified by separate legislation if, during mobile phone parking payment, the operator mistyped 1 or 2 characters of the registration number, provided that only one penalty fee per vehicle per calendar year may be cancelled for this reason and proof of payment is presented to our customer service within 15 days from the penalty.
We cannot waive the penalty fee in any other case, in particular:
- if the vehicle was penalized because of a clearly expired parking ticket,
- if it is clearly visible that the disabled person’s card is not behind the front windscreen,
- if it is clearly visible that the security mark is missing from the ticket or the validity has been altered.
Complaint handling
Submitting a complaint about a parking penalty fee does not suspend the payment deadline.

If you disagree with the rejecting response: under Act CLV of 1997, you may contact the conciliation board competent according to your place of residence. This procedure is aimed at reaching a settlement or issuing a decision.
Parking permit
Permanent registered residents in paid parking zones in Józsefváros may receive a resident parking permit for a vehicle operated by them.
Loans between private individuals, or the transfer of operator rights, can only be accepted if recorded in the vehicle registration certificate.
According to Józsefváros Municipality Council Decree 27/2022 (IX. 22.), which entered into force on 1 January 2023 and expanded the scope of persons eligible for discounted parking (hereinafter: the Decree), the rules for issuing parking permits change as follows:
Pursuant to Józsefváros Municipality Council Decree 27/2022 (IX. 22.), which entered into force on 1 January 2023, resident parking permits may be applied for per dwelling by applicants with a permanent registered address in the administrative territory of Józsefváros.
Under Section 10 (1) of Budapest General Assembly Decree 30/2010 (VI. 4.) on the unified regulation of vehicle parking, parking fees and the storage of inoperable vehicles in Budapest, one resident may apply for only one permit. If someone has more vehicles, parking tickets must be purchased or mobile parking must be started for those vehicles.
The issued parking permit is valid in parking areas owned by Józsefváros.
In public parking spaces owned by the Municipality of Budapest, parking fees must be paid even with a district resident parking permit. Of the parking areas located in the administrative territory of Józsefváros but owned by the Municipality of Budapest, Józsefváros resident parking permits can only be accepted at the following locations:

Resident parking permits issued in the current calendar year are valid until 31 January of the following year.
A resident parking permit may only be issued if, at the time of application, the vehicle has no undisputed parking fee or penalty fee debt older than 30 days resulting from an unauthorized parking event, and no local tax debt.
The annual fee of the resident parking permit reduced by the district discount (hereinafter: district discount) is:
for a district residence located in parking Zone “A”, HUF 30,000 for the first vehicle designated by the resident,
HUF 72,000 for the second vehicle;
for a district residence located in parking Zone “B”, HUF 24,000 for the first vehicle designated by the resident,
HUF 60,000 for the second vehicle;
for a district residence located in parking Zone “C”, HUF 18,000 for the first vehicle designated by the resident,
HUF 48,000 for the second vehicle.
The full annual fee of the resident parking permit, without the district discount, must be paid for a resident parking permit submitted for a residence in a newly built building for which the application to initiate the occupancy permit procedure was submitted after this decree entered into force.
The fee for the resident parking permit under Section 3 (1) of the Decree may also be paid in 4 (four) instalments / quarterly instalments.
The first instalment is the pro rata part of the parking permit fee established under the Decree, calculated from the date of application until the end of the current quarter.
The resident must pay the quarterly instalment (the amount of the parking fee established under this decree for 3 months) quarterly, based on the fee request issued by the municipality, by the 5th day of the starting month: the second quarterly instalment by 5 April, the third by 5 July, and the final quarterly instalment by 5 October.
The issuance of the parking permit is subject to payment of the established fee.
As set out in Józsefváros Municipality Council Decree 27/2022 (IX.22.) expanding the scope of persons eligible for discounted parking, if the instalment payment deadline is missed for the first time, the parking operator sends a payment notice to the resident within 5 working days after the deadline. If the resident pays the debt within 8 days of receipt, they are exempt from revocation of the parking permit.
If the instalment payment deadline is missed for the second time, the parking operator sends the resident a payment notice within 5 working days after the deadline for payment of the entire remaining part of the discounted annual fee established for the year. If the resident pays the established fee in one lump sum within 8 days of receipt, they are exempt from revocation of the parking permit.
If the resident’s parking permit has been revoked due to failure to meet an instalment payment deadline, instalment payment is not available for any new parking permit requested by the resident for that year.
The parking operator informs the holder of the revoked parking permit electronically, or by post if no email address has been provided, within 5 working days.
A new resident parking permit can be requested at our customer service office throughout the year.

If the resident parking permit is applied for in person, all quarterly instalments may be paid only in person at our customer service office by bank card or cash.
If you act as an authorized representative on behalf of someone else during an in-person application, a power of attorney signed by two witnesses must always be presented. The relevant form is available on our website.
For a parking permit requested for a vehicle leased by an applicant with a permanent registered address in the administrative territory of Józsefváros, administration is possible only in person at our customer service office, and a copy of the leasing contract must be attached.
A parking permit may also be requested for a vehicle with a foreign registration number if the vehicle registration certificate lists the applicant with a permanent registered address in the administrative territory of Józsefváros.
For vehicles with foreign registration numbers, administration is possible only in person at our customer service office.
For applicants from third countries, applying for a resident parking permit also requires personal presentation of the accommodation certificate issued by the National Directorate-General for Aliens Policing and the residence permit (plastic card).
The second parking permit per address can be requested both online and in person at our customer service office.
If the vehicle operator has died, the parking permit previously issued to them will only be revoked if one of the deceased’s relatives reports the death (change in the person of the operator) to the Parking Directorate.
Reporting a change in the vehicle operator is a legal obligation.
If, in order to issue a discounted parking permit, the next year’s parking permit must already be requested during the probate proceedings, the Parking Directorate will issue the resident parking permit in the name of the eligible applicant (relative) until the date of the final probate order, upon presentation of appropriate documentary proof.
To avoid waiting in line, it is advisable to use electronic administration.
After registration, log back into the website and use the CUSTOMER PORTAL “Apply for parking permit” menu item to request a new resident permit or renew an existing one.
Due to changes in data protection rules, all data must be provided again for the parking permit, even if you already had a resident permit for your car in the previous year and there has been no change in the data of either the entitled person or the vehicle.

Online payment is possible after logging in to our customer portal system (https://ugyfelablak.jgk.hu) by clicking the “Apply for parking permit” button, then paying the full amount or the next instalment of the parking permit fee on the following interface using SimplePay.
Within the validity period, a maximum of two resident parking permits may be valid for one residence at the same time. Any further permit may only be issued after a previously issued permit has been revoked. Please note that this rule also applies if applications for resident parking permits have already been submitted for two cars but the applications have not yet been assessed.
The parking operator periodically checks electronically whether an already issued parking permit still meets the eligibility conditions, based on data from the register maintained by the Ministry of Interior and the parking operator’s penalty fee register.
If, during the checks, data emerges on the basis of which the holder is no longer entitled to the resident parking permit, the permit will be terminated without prior warning.
If you sell your car during the year and buy a new one, we must modify the vehicle data in the permit. In this case, a new application must also be submitted, and the vehicle change must be reported in person or through an authorized representative, while presenting the new vehicle registration certificate and the applicant’s official address card. The same procedure must be followed in case of a registration number change.
From the date of cancellation of the parking permit, the paid amount may be reclaimed on a pro rata basis.
If the resident fails to fulfil the reporting obligation within 15 days following the change, the mayor will revoke the parking permit.
In the event of unauthorized use of a healthcare parking permit, the holder of the revoked healthcare parking permit must pay the parking fee for the period determined by the mayor in the revocation decision.
The parking operator informs the holder of the revoked parking permit electronically, or by post if no email address has been provided, within 5 working days.
Section 6 (4) of Józsefváros Municipality Council Decree 27/2022 (IX. 22.) on expanding the scope of persons eligible for discounted parking states:
“The mayor decides on issuing the parking permit within 30 days from submission of the application. If the applicant cannot prove that all statutory conditions are met, or if in the given year the applicant requested revocation of a parking permit issued to them for a reason other than those specified in Section 6/A (2) a)-c), the mayor will reject the application for issuance of a parking permit.”
A resident whose residence is in a property with a facade directly bordering a public area under renovation is entitled to a 100% discount from the amount specified in Section 3 (1) of Józsefváros Municipality Council Decree 27/2022 (IX. 22.) on expanding the scope of persons eligible for discounted parking, for the first vehicle designated at the address, for six months from the day the work area is handed over to the party carrying out the renovation.
The discount may only be requested in person or through an authorized representative at our customer service office.
A district resident who needs care due to a health condition certified by a general practitioner, or a person who cares for a relative living in the district and certified by a general practitioner as chronically ill or severely disabled, is entitled to a 100% discount from the discounted annual fee of the resident parking permit.
The above parking permit may only be requested in person at our customer service office.
If the application is not submitted in one’s own right, the address cards of both the applicant and the relative are also required.
Documents required for application:
A fully completed copy of the document titled “Guide related to the discount for a person in need of care”.
A resident with a large family is entitled to an additional 50% discount from the amount under Section 3 (1) of the Decree for both the first and second vehicle designated by them.

If the certificate is issued in the name of the spouse of the operator listed in the vehicle registration certificate, the marriage certificate must also be presented.
A pensioner resident is entitled to an additional 50% discount from the amount under Section 3 (1) of the Decree for the first vehicle designated by them if they qualify as an old-age pensioner in their own right under Act CXXII of 2019 on persons entitled to social security benefits and on the coverage of those benefits (hereinafter: Tbj.), or as a person receiving widow’s pension who has reached the applicable retirement age and is not considered a person engaged in supplementary activity under Section 4 point 11 of the Tbj.
The above parking permit can be requested both online and in person at our customer service office.
Documents required for application:
for applicants over 65 years of age, pensioner ID card, or
certificate issued by the Pension Payment Directorate of the Hungarian State Treasury (e.g. personalized certificate sent about the total amount of benefits paid in the previous year, pension notice), or
annual notice for the current year from the Pension Payment Directorate of the Hungarian State Treasury, or
if the applicant became a pensioner in the current year, the decision establishing the benefit issued by the Pension Payment Directorate of the Hungarian State Treasury, together with the settlement.
For the annual fee specified in Section 3 (1) a) ab) of the Decree, a resident parking permit may be issued up to the number of permits available under paragraph (5) in the following cases:

for a vehicle received for use, a document proving the legal title of use,
employer certificate (employee data: name, birth name, place and date of birth, mother’s name, identity card number, residence, workplace phone number; employer data: employer name, registered office, tax number, registration number; data of the employer’s legal representative: name, position, phone number; employment data: employee’s job title, start date of current employment; declarations: truthfulness of data, data verification, data processing declaration, date, authorized company signature).
The following documents proving eligibility for the discount must be presented when applying:
recommendation of the executive officer of the district-based nonprofit or church organization performing a public task for Józsefváros residents,
opinion of the committee specified in the municipal decree on the organizational and operational rules of the representative body and its organs.
The following documents proving eligibility for the discount must be presented when applying:
for a private individual employed by the Budapest Police Headquarters District VIII Police Department, the Central Pest Disaster Management Branch District VIII Professional Fire Brigade, or the National Ambulance Service Józsefváros Ambulance Station: the supportive recommendation of the commander or station chief;
employer certificate (employee data: name, birth name, place and date of birth, mother’s name, identity card number, residence, workplace phone number; employer data: employer name, registered office, tax number, registration number; data of the employer’s legal representative: name, position, phone number; employment data: employee’s job title, start date of current employment; declarations: truthfulness of data, data verification, data processing declaration, date, authorized company signature).
The following documents proving eligibility for the discount must be presented when applying:
recommendation of the executive officer of the public education institution,
employer certificate (employee data: name, birth name, place and date of birth, mother’s name, identity card number, residence, workplace phone number; employer data: employer name, registered office, tax number, registration number; data of the employer’s legal representative: name, position, phone number; employment data: employee’s job title, start date of current employment; declarations: truthfulness of data, data verification, data processing declaration, date, authorized company signature).
The above parking permit may only be requested in person at our customer service office.
The applicant’s address card and the vehicle registration certificate are also required for the application.
From 1 January 2023, if no resident parking permit has been issued for the same residence at the time of application, a district resident parking permit may be obtained with a 50% district municipal subsidy for the annual fee set by the Municipality of Budapest for a vehicle operated, leased or long-term rented by the employer and provided to the resident for exclusive use by the employer.
If a resident parking permit has already been recorded for the residence, no discount can be applied to the company vehicle permit, and the full resident parking permit fee without the district discount must be paid.
For vehicles received for exclusive use, the parking permit can only be requested in person at our customer service office.
For a vehicle received from the employer for exclusive use, the following documents must be presented for the application:

for a leased vehicle, a copy of the leasing contract
Please note that, pursuant to Section 16 f) of Budapest Municipality General Assembly Decree 28/2024 (XII. 6.), business parking permits can no longer be requested for 2025. Any amount unused on the card by 31 January 2025 may be reclaimed at our customer service office after the validity period expires.
The district discount for the resident parking permit of a vehicle owned or operated by the municipality, a budgetary body maintained by the municipality, or a business company wholly owned by the municipality is 100%.

The above parking permit may only be requested in person at our customer service office.
A healthcare parking permit may be granted to a person in a contractual relationship with the municipality or a budgetary body maintained by the municipality who provides supplementary services for social street care or home, street and family care activities in the given area, for one vehicle designated by that person; and to a street nursing service with territorial obligations, or an organization providing supporting services, for the vehicle designated for service provision.

for an application submitted under Section 12 (1) of Municipal Decree 30/2010 (VI. 4.) on the unified regulation of vehicle parking, parking fees and the storage of inoperable vehicles in Budapest, a certificate issued by one of the following organizations must be attached:
• for applications submitted by a general practitioner, pediatrician or their assistant: the Józsefvárosi Szent Kozma Health Center,
• for applications submitted by a health visitor: a separate certificate from the South Pest Central Hospital, National Institute of Hematology and Infectious Diseases,
• for applications submitted by providers of home nursing services or support services: the Józsefvárosi Szent Kozma Health Center and the Józsefváros Mayor’s Office of Budapest District VIII.
Eligibility for the discount under Section 5 (1) of the decree can be certified with the following documents:
• certificate issued by the director of the Józsefváros Social Services and Child Welfare Center,
• the contract concluded with the municipality by the organization providing basic social services under the Social Act.”
The above parking permit may only be requested in person at our customer service office.
